The White House gave the green light for Minnesota to move forward with its bid to host the 2027 Specialized World Expo.

Background

Minnesota—using Bloomington as the host site—was one of three finalists to host the Specialized World Expo in 2023, but lost out to Argentina. But the South American country, in the midst of the pandemic and economic problems, faced challenges proceeding with the event as originally envisioned.

Now Minnesota’s Expo bid committee is using the same health-themed approach that drove the 2023 candidature, refined and strengthened through the experience of the earlier bid process, to pursue the 2027 edition. The White House authorization, issued through Presidential Actions on June 30, 2021, represents the formal federal authorization that enables Minnesota to enter the international candidature process for Expo 2027.

What Presidential Authorization Means

Presidential authorization is a required step in the BIE candidature process for U.S. cities or states seeking to host a World Expo. Because only one candidate per country may enter the BIE selection process, the national government must formally choose its candidate and authorize the submission of a candidature letter to the BIE. The White House action on June 30, 2021, confirms that the federal government selected Minnesota as the United States’ candidate for Expo 2027 over any competing interests from other U.S. cities or regions.

The speed with which the White House authorization was followed by formal BIE engagement reflects the organizational readiness of the Minnesota bid committee. The very next day, on June 29—in what was actually announced to the BIE General Assembly before the official White House action was publicly issued—the U.S. delegate to the BIE’s 168th General Assembly formally notified the international body of the U.S. government’s intent to submit a candidature letter. The formal letter was submitted the following month, on July 29, 2021.
